Making it official in the US Virgin Island
Complete Instructions for filing
- The fee for a marriage license in the USVI is $200.
- If this is a renewal of vows or symbolic ceremony (legally married elsewhere) then you can skip court house paperwork. Ask us about symbolic ceremonies.
- If you are from Texas or Tennessee you can bring your license from home and skip filing here.
STEP ONE: Documents to the Courthouse
- USVI is now accepting applications for marriage along with payment online.
- Alternatively documents can be mailed in (get tracking) or brought to the court house.

- Applications need to be at the court house at least 8 business days before your wedding. They will often waive this restriction if you ask

Download the three documents and fill them out.
They must remain PDF files.
- They MUST BE typed, filled out 100% correctly and signed (e signed is OK)

Throughout all the forms you will be referred to as Spouse 1 & Spouse 2
- ( it doesn't matter who is which but keep consistent throughout all the forms).
You will also need:
- Divorce Decree: If previously married you will need scanned files of your certified copies of your latest divorce decree. Front page and typically last page(s) with signature and raised seal stamp or “True Copy” stamp with court house signature. They don't need all pages in between. If uploading to Efile then will need to be saved as a PDF file.
- Photos IDs If you wish to bypass going to the court house upon arrival then you will need PDF files of your photo IDs. Only need one ID per person. You can use a driver's license, international couples can use a passport. If your are cruise ship crew member then you can use photo ship ID.

- Register as an E-Filer
- The screen will look like this...

Once you have created an account you will be sent an e-mail from
noreply-efile3@vicourts.org and a link going to login to verify your account. - ( usviefile.vicourts.org/login?referer=/ )
EFILE :Step 2 Log In

Once logged in click Create Filing on the left pane and fill out the form like this...
- Make sure you pick SUPERIOR COURT and St. Thomas/St. John.
Click Next then ...
EFILE : Step 4 “Add Another Case Party”
- You will see this and fill this form out twice (Spouse 1 & Spouse 2)

Then Save, Add Another Case Party to add Spouse 2.

Once you finish and get to the next screen you will see this screen.
- Put a check mark next to your names.
Leave everything else blank and leave alone Fees Not Required drop down.

Upload your files.
Cover Letter / Marriage Application / Marriage License
Divorce Decrees (Front page and typically last page(s) with signature and raised seal stamp or “True Copy” stamp with court house signature. They don't need all pages in between. ).
Upload photo IDs if you would like to bypass the courthouse stop when you arrive.
- All documents need to be PDF files or they will be rejected.
- To Add Another file you must check Exclude from eService.
- No need to request confidential information; it's all public record that is for other court house matters.

Once you have all your files uploaded you will get to the confirmation screen (see below)

If you hit next and haven't uploaded your ID or any other files click Add Associated filing and go back through the above steps. When you're done click Add to Cart
EFILE : Step 7 submit payment

On the next page in the bottom right corner click the red and black button and it will bring you to a credit card checkout page which you just fill out, click submit payment.
EFILE : Step 8 wait for approval emails.

You will get 2 e-mails. fairly soon and then typically within 24 hours you will get an e-mail which has an MG-00000 in the subject line.

That MG number is your confirmation number that your paperwork looks acceptable
- In a few days you should be able to log back in and print your approved license from your account or call the court house and they can e-mail it to you.
ONCE you receive your approval of your forms then you can either go to the court house once you get here to get your finalized document OR take an extra step and avoid the court house stop.
STEP TWO: Bypass Court House Stop (optional but highly recommended)

After your forms have been approved then contact the court house and let them know that you would like to avoid the court house stop and they will give you further instructions.

The court house number is 340-774-6680 ext 6207 or (ask for marriage license) department). The court will NOT return voicemail messages, which means multiple calls to the office may be in order.

If you call - to get better service always start your phone conversation with "good morning" or "good afternoon" - this is a local custom that you will find useful in the Virgin Islands before handling any business (ie talking to a local sales clerk, ordering a burger, getting into a taxi).
- It is best to call in the afternoon when they are less busy.
STEP THREE: Official Marriage License -

If you are bypassing the court house then you will now have a copy of your marriage license that MUST have Signature of Issuing Official on it. Print 3 copies and bring them to your officiant.
- If you did NOT get approved to bypass court house stop then once on island you will need to make a quick stop to the court house. Have your reference number and your photo IDs with you. They will Sign the "Signature of Issuing Official" box on your license and print out 3 copies for you to bring to your officiant.
STEP FOUR: Marriage License Back to the Courthouse after ceremony.

After your ceremony your officiant will fill out the Ceremony section on your marriage license and have two witnesses sign.
- One copy will go with you for your reference, one is for the officiant and one will go back to the court house to finalize.
- Anyone can take it to the court house, you, a friend or your officiant.
- If you go to the court house on a weekend or after 3pm on weekdays then they will require a money order or cashier's check made out to the Superior Court of the Virgin Islands for your copies ( recommend getting that before coming to St. Thomas). A money order for $9 will get you 3 copies of your license.

Your officiant can do this for you for an extra $35 to include 2 copies of your license and mailed to you priority with tracking but you will have to wait a few weeks for it to arrive in the mail. Add $15 for non-US addresses.
Non US Citizens: Apostille
- If
one or both of you are not a US citizen then you
will most likely need to get an Apostille. This is
an extra certificate that authenticates the marriage
license for your country.
When
you get home mail a certified copy of your marriage
license with a raised seal along with a cashier's check
made out for $25 US dollars to:

If you have time while on St. Thomas then you can go to the Lt. Governor's Office directly after the court house. They will require a copy of your license and $25 ( can be cash ). They will mail it to you via first class mail. If you are on St. Thomas for an extra week then you might be able to pick it up before you leave the island.
